Page 14

b. Designated construction material storage and construction worker parking shall not
obstruct the emergency vehicle access route(s).
c. On-site fire hydrants shall be in service. Fire hydrants shall be flushed and all valves
open.

79. FINAL INSPECTION: Prior to request for final inspection, all access roads, on-site access and
fire hydrants shall be provided. All fire hydrants shall be accepted, inspected and tested to
applicable City Standards.

ENGINEERING DIVISION - 925-931-5650

Project Specific Conditions of Approval:
80. WATER NETWORK ANALYSIS. Capacity in the City’s potable water network to serve the
subject development has been verified by the City’s consultant, Akel Engineering Group
according to their final Technical Memorandum dated September 2023. The memo discloses
expected potable water pressure and flow at various points within the proposed network. This
data shall be used to design/size the fire protection systems and domestic services for each
building.

81. ASBESTOS & LEAD. Section 10.6 of the Phase 1 Environmental Site Assessment by
Cornerstone Earth Group states, “…Due to the age of the on-Site structures, building materials
may contain asbestos...” and Section 10.7 states “…Based on the age of the existing buildings,
lead-containing paint may be present...” As such, the applicant shall submit an asbestos and lead
survey and follow required abatement as necessary prior to issuance of Building Permit for
demolition of the existing building.

82. POLYCHLORINATED BIPHENYLS (PCBs). Provision C.12.f and .g of the Municipal Regional
Stormwater Permit (MRP) that governs stormwater discharges within Alameda County requires
PCB-containing building materials to be properly managed during demolition. To determine
whether special assessment, removal, and disposal practices are warranted for the subject
development, the applicant shall complete and submit a “PCBs Screening Assessment Form”
available from the City prior to Building Permit issuance. Completion of form may reveal that
sampling and analysis of building materials are required together with reporting to the San
Francisco Bay Regional Water Quality Control Board and/or U.S. Environmental Protection
Agency. The form requires the applicant to certify compliance with all applicable laws and
regulations.

83. GEOTECHNICAL ISSUES. Referring to the Cornerstone Earth Group Geotechnical
Investigation, the following recommendation shall be addressed on the Building Permit plans:

a. Section 5.1.4 “Soil Corrosion Potential” and Appendix C of the Cornerstone Earth Group
Geotechnical Investigation, discuss soil corrosivity. Two recommendations are offered.
First, elevated levels of water-soluble chlorides in the soils require use of a concrete mix
design appropriate for elevated chloride exposure. Second, on-site soils are considered
corrosive for buried metallic structures such as metal utilities, so coating systems and
cathodic protection are recommended as well as isolation of these utilities from above
grade structures.
b. Section 6.6 discusses “Wet Soil Stabilization Guidelines” due to soils that become
unstable with high moisture content. Three alternative methods of addressing this issue
DocuSign Envelope ID: 534DDD13-114A-4B56-B95F-D2A0315F7BF5
