RESOLUTION NO. 2024-022 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING APPLICATIONS FOR DESIGN REVIEW (P23-0177) FOR A HOUSING <br /> DEVELOPMENT AT 3200 HOPYARD ROAD CONSISTING OF 55 ATTACHED <br /> CONDOMINIUM UNITS IN EIGHT THREE-STORY BUILDINGS AND TWO 2-STORY <br /> DUET BUILDINGS WITH 47 TOWNHOME-STYLE UNITS AND EIGHT ONE-BEDROOM <br /> UNITS, AND VESTING TENTATIVE MAP 8672 <br /> WHEREAS, Catalyst Development Partners LLC has applied for Design Review <br /> approval and Vesting Tentative Map 8672 for an approximately 2.99-acre site located at 3200 <br /> Hopyard Road ("Property") to create nine parcels for condominium purposes with 55 attached <br /> condominium units comprised of 47 townhome-style units ranging in size from approximately <br /> 1,692 to 2,738 square feet (s.f.) per unit, and eight one-bedroom 565 s.f. units and 12 common <br /> area parcels ("Project"); and <br /> WHEREAS, zoning for the property RM-1,500 (Multi-Family Residential District) and the <br /> General Plan designation is High Density Residential (8+ dwelling units per acre); and <br /> WHEREAS, a California Environmental Quality Act (CEQA) Guidelines Section 15183 <br /> Consistency Checklist was performed for this Project; and <br /> WHEREAS, at its duly noticed public hearing of February 28, 2024, the Planning <br /> Commission voted 4-1 to continue the original proposal for this site to March 13, 2024, with the <br /> direction for staff to provide further clarifying information; and <br /> WHEREAS, at its March 13, 2024, meeting the Planning Commission considered this <br /> Project, which was an alternative design with changes voluntarily proposed by the applicant (i.e. <br /> height, floor plan layout, fewer units) and approved the Design Review and Vesting Tentative Map <br /> applications, subject to conditions of approval; and <br /> WHEREAS, on March 19, 2024, within the time specified by the Pleasanton Municipal <br /> Code Section 18.144.010, the City Council requested that the original applications for this site, <br /> and the Project, both approved by the Planning Commission on March 13, 2024, be reviewed by <br /> the City Council; and <br /> WHEREAS, on April 16, 2024, the City Council held a duly noticed public hearing on this <br /> Project and considered all public testimony, agenda reports, and related materials, and the <br /> Planning Commission approval; and <br /> WHEREAS, the City determined under CEQA Guidelines Section 15183 Consistency <br /> Checklist that no additional environmental review is required for the 55-unit Project because the <br /> Project is consistent with the General Plan and Zoning and will not have site-specific impacts; and <br /> WHEREAS, after a review of the materials presented, the City Council determined that <br /> the Project's Design Review application and Vesting Tentative Map are consistent with the City's <br /> General Plan and purposes of the Pleasanton Municipal Code. <br />
