MILITARY EQUIPMENT USE REPORT 2023 Additional Military Equipment Requested: Equipment Name: Daniel Defense model MK18 RIII Rifles (Delayed to acquire in early 2024) Sought: The SWAT Team is seeking 13 rifles to replace the PWS MK111 rifles. Lifespan: Approximately 7 Years Equipment Capabili/es: Capable of firing .223 caliber ammuni'on Manufacturer Product Descrip/on: The MK18 AR15 style firearm is unmatched in size, weight, and performance, and features the pica'nny quad rail Daniel Defense provides to USSOCOM. The RIS II pica'nny quad rail features a Bolt-Up System that has been rigorously tested prior to fielding by USSOCOM. The 10.3 inch Cold Hammer Forged barrel is the same length in use for the MK18 upper most commonly used for CQB opera'ons. The independently ambi GRIP-N-RIP Charging Handle accommodates le`- and right-handed shooters. This rifle also comes with the ergonomic Daniel Defense Buistock and Pistol Grip. Purpose/Authorized Uses: The DD MK18 rifles serve the same func'on as patrol rifles. They allow officers to address lethal threats with precision from a distance. Compared to handguns, they are more accurate at greater distances and can penetrate most body armor. The DD MK18 rifles will be issued to members of the SWAT team. Fiscal Impacts: The ini'al purchase price for the DD MK18 rifles will be $21,108.62 for thirteen rifles in 2024. Annual maintenance costs are approximately $150 for baieries, parts and cleaning supplies. Annual Maintenance: An'cipated to be $500 Personnel Cost: An'cipated to be approximately $80,500. This cost reflects a year of required training for personnel assigned to the SWAT Team Legal/Procedural Rules Governing Use: PPD Policy 312.4.4 covers deployment, use, care, and maintenance of rifles. In addi'on, there are a mul'tude of California Penal Code sec'ons that also apply to the transporta'on, care, and maintenance of assault rifles. Only officers who have completed a P.O.S.T. cer'fied patrol rifle course may be issued a rifle. A qualifica'on course must be completed by each officer at least annually. Training Required: Officers must complete a P.O.S.T. cer'fied course to be issued a rifle. These courses are a minimum of 16 hours of instruc'on on use, deployment and maintenance of the rifles. P.O.S.T. also requires four hours of tac'cal firearm instruc'on every two years for officers and this training is facilitated by P.O.S.T. cer'fied rifle instructors. SWAT Team members who will be issued the DD MK18 rifles receive addi'onal range training at least monthly. Other Notes: Will replace current SWAT rifle inventory 39
