MILITARY EQUIPMENT USE REPORT 2023 <br /> <br /> <br />Equipment Name: Penn Arms 40mm Single Launcher <br />Quan/ty Owned/Sought: 26 owned Lifespan: Approximately 15 years <br />Equipment Capabili/es: Launches a single 40mm projec'le, can be loaded with various types of <br />projec'les. <br />Manufacturer Product Descrip/on: Single-shot, light weight, small, and opera'onally versa'le less <br />lethal muni'on delivery device. <br />Purpose/Authorized Uses: The 40mm launchers can be used as a less-than-lethal impact device or as <br />a chemical agent delivery system. They can deliver chemical agents from a safe distance. The launchers <br />may only be deployed by officers who have been trained on their use. Use for chemical agent <br />deployment must comply with Department Policy. The devices are currently restricted to use by <br />members of the SWAT Team. <br />Fiscal Impacts: Two launchers were ini'ally purchased in 2018 for $6,250. This cost included an <br />ini'al supply of projec'les. There is no maintenance cost except for ammuni'on which is listed in a <br />separate sec'on of this document. In 2023, 24 were purchased for approximately $30,500. <br />Annual Maintenance: None <br /> Personnel Cost: Approximately $28,000 for training SWAT and patrol personnel in 2023. <br />Legal/Procedural Rules Governing Use: All use of force applica'ons are governed by state law <br />(including Penal Code sec'on 13652) and Pleasanton PD Policy Sec'ons 300 and 308. <br />Training Required: Officers must be trained on use of the launchers by a cer'fied instructor. <br />26
