Page 6 of 8 <br />mandated local agency that oversees boundary changes to cities and special districts, the <br />formation of new agencies including incorporation of new cities, and the consolidation of <br />existing agencies.” As such, Alameda County LAFCO is the body responsible for approving <br />boundary changes and annexations between jurisdictions in the county. It is governed by a <br />Board of Commissioners that currently includes representatives from the City Councils of <br />Pleasanton, Livermore, and Dublin, the Alameda County Board of Supervisors, several <br />County Special Districts, and two at-large members. Mayor Brown currently serves on the <br />LAFCO Commission as commission chair. <br /> <br />SMP-38 and SMP-39 are located within Pleasanton’s SOI, indicating the intent for these two <br />parcels to be annexed to Pleasanton when developed. Accordingly, for Livermore to annex <br />these parcels, modification of the two cities’ SOIs is required. Both modification of the SOI and <br />annexation are actions requiring LAFCO approval. Although LAFCO is solely responsible for <br />approving SOI amendments (i.e., City approval is not a pre-requisite for approval of an SOI <br />amendment), its governing regulations strongly encourage collaboration and consensus <br />among LAFCO, and affected cities, the County, property owners and others in establishing <br />SOIs. <br /> <br />SMP-40 is within Livermore’s SOI; hence, its annexation to Livermore would not require <br />Pleasanton agreement, although the City’s comments or concerns would be taken into <br />account by the LAFCO Board when making a decision regarding annexation. <br /> <br />All three properties are located outside Pleasanton’s Planning Area. The parcels are not <br />specifically discussed in the Pleasanton General Plan. Nevertheless, the General Plan does <br />acknowledge that the quarry land between the city limits of Pleasanton and Livermore <br />provides a valuable separator between the two cities. <br /> <br />Table 2 summarizes the Pleasanton, Livermore, and Alameda County General Plan land use <br />designations for the three parcels. <br /> <br />Table 2: General Plan Land Use Designations <br /> <br /> <br />DISCUSSION <br />Livermore’s staff has been in regular communication with Pleasanton staff during the course of <br />processing the application and has invited comments and feedback from City staff during that <br />process. City staff has reviewed the application materials in detail, as well as the Draft EIR that <br />was prepared and circulated between August 30, 2023, and October 13, 2023.
