Page 3 of 8 <br /> <br />Inset Area from Figure 1, Above <br /> <br />At various times in recent years, the owners of SMP-38, SMP-39 and SMP-40 have <br />approached both the City of Pleasanton and the City of Livermore seeking to develop the <br />properties with industrial uses. While Pleasanton engaged in initial discussions, the direction <br />to the property owner was to defer the planning and land use for these sites to the East <br />Pleasanton Specific Plan process, which at the time was expected to proceed within 1-2 <br />years. Since that planning has not proceeded, Pleasanton has not established a preferred <br />land use or other policies regarding these parcels, beyond that indicated via their relationship <br />to various planning boundaries (see discussion below). <br /> <br />More recently, in June 2020, City of Livermore staff approached the City of Pleasanton, <br />expressing interest in annexing and considering approval of future industrial development <br />proposed by the property owner on the subject parcels. The initial proposal included <br />annexation into the City of Livermore and, in various phases over time, development of the <br />three sites with light industrial uses. As described below, a proposal for annexation to <br />Livermore would necessitate adjustment of Pleasanton’s Sphere of Influence (SOI), which <br />includes SMP-38 and SMP-39. <br /> <br />A formal application was submitted to Livermore in September 2021 for the annexation of <br />SMP-39 and SMP-40. The development of SMP-39 includes a total of up to six light industrial <br />buildings, consisting of up to approximately 755,500 square feet (sf) of new building space, <br />Page 18 of 228
