Page 1 of 8 <br />Item #3 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />March 19, 2024 <br />Community Development <br /> <br />TITLE: CONTINUED FROM FEBRUARY 20, 2024 - RECEIVE INFORMATION AND <br />APPROVE RECOMMENDATION THAT A PARCEL ON WEST JACK LONDON <br />BOULEVARD IN UNINCORPORATED ALAMEDA COUNTY BE MOVED INTO <br />THE CITY OF LIVERMORE SPHERE OF INFLUENCE, AND THAT PARCEL AND <br />ANOTHER PARCEL ON EAST STANLEY BOULEVARD BOTH BE ANNEXED BY <br />THE CITY OF LIVERMORE <br /> <br />SUMMARY <br />Three sites, known as SMP-38, SMP-39 and SMP-40, are vacant former quarry sites located <br />in unincorporated Alameda County, located south of West Jack London Boulevard between El <br />Charro Road and Isabel Avenue, and between the city limits of Pleasanton and Livermore. <br />SMP-38 and SMP-39 are located within the City of Pleasanton’s Sphere of Influence (SOI) <br />while SMP-40 is located within Livermore’s SOI. <br /> <br />In September 2021, the City of Livermore received applications for the annexation and <br />development of SMP-39 and SMP-40 with commercial/light industrial uses, and an associated <br />request to amend the respective SOIs for SMP-38 and SMP-39 such that all three sites would <br />be within Livermore’s SOI, to allow for their annexation into Livermore. (Since initial receipt of <br />the application, at Pleasanton’s request, the application has been amended to no longer <br />include a SOI adjustment for SMP-38, which lies closest to Pleasanton.) <br /> <br />Livermore will be holding public hearings with its Planning Commission and City Council in <br />February and March 2024 to consider approval of the proposed development. Livermore’s <br />approvals would allow the SOI adjustment and annexation requests for SMP-39 and SMP-40 <br />to be forwarded to the Alameda County Local Area Formation Commission (LAFCO), the body <br />charged with approval of interjurisdictional boundary changes. Livermore has requested the <br />Pleasanton City Council consider a positive recommendation to LAFCO for support of the SOI <br />amendment and annexation of SMP-39 and SMP-40 to Livermore. <br /> <br />Livermore staff has been in close communication with Pleasanton staff throughout the <br />application process, and has provided City staff several opportunities to review and provide <br />comments on the proposed development and its associated CEQA document. Pleasanton staff <br />has found no significant issues with the proposal that would negatively affect Pleasanton. <br />Based on SMP-39 and SMP-40’s adjacency to existing Livermore development, proposed <br />industrial use and traffic improvements that address Pleasanton circulation concerns, staff is <br />recommending the City Council support Livermore’s proposed SOI amendments and <br />annexation request. <br /> <br />RECOMMENDATION <br />Receive information and consider the recommendation that the vacant parcel known as SMP- <br />39 in unincorporated Alameda County be removed into the SOI of Livermore and that SMP-39, <br />Page 16 of 228
