MEMORANDUM Date: February 28, 2024 To: Mayor and City Council From: Gerry Beaudin, City Manager Ellen Clark, Director of Community Development Re: March 5, 2024 – Continued City Council Agenda Item: Livermore Sphere of Influence Amendment and Annexation Request On February 20, 2024, a City Council member requested a continuance of Agenda Item #7, to receive information and approve a recommendation to amend Pleasanton’s Sphere of Influence (SOI) to move a parcel into Livermore’s SOI, and for Livermore to annex that and another parcel. This memo provides additional information to City Council with respect to the proposed amendments and staff’s recommendation, ahead of the March 5 meeting for the continued item. Summary of Livermore’s Proposal Livermore is proposing to: 1) Request the Local Agency Formation Commission (LAFCO) amend the Pleasanton and Livermore SOIs to include a property just south of Jack London Blvd, known as SMP-39, within Livermore’s SOI. 2)Request LAFCO approve the annexation of SMP-39, and another property, known as SMP 40, which is located between Stanley Boulevard to the south, and the Livermore City Limit to the north and east. The SOI amendment and annexation would facilitate the development of SMP-39 and 40 with new light industrial uses that would be within the City of Livermore once annexed. Livermore has requested an indication of the City of Pleasanton’s support for the amendment and annexation. Although Pleasanton’s agreement or support is not required for LAFCO to take the requested actions, taking a more formal stance supports any position taken by Mayor Brown as an appointed member of the LAFCo Board, and is informative to LAFCO’s consideration of Livermore’s application. Location and Boundaries SMP-39 is currently within Pleasanton’s SOI, but outside of its Urban Growth Boundary and Planning Area. It is outside of Livermore’s SOI, but within Livermore’s UGB and Planning Area SMP-40 is outside of Pleasanton’s SOI, UGB and Planning Area.
