Mr. Wawrzyniak and Mr. Fama have worked with the City of Dublin <br /> on multiple CFD bond issuances related to the Dublin Boulevard project. <br /> • Multifamily Housing Revenue Bonds. Since January 2013, Jones Hall has <br /> served as bond/co-bond counsel on more than 600 multifamily housing <br /> revenue bond issues. <br /> • Infrastructure Financing Districts. Jones Hall represents the City of <br /> Sacramento and the City and County of San Francisco in connection with the <br /> formation and debt-financing related to various infrastructure financing <br /> districts, such as IRFDs and EIFDs. <br /> • Tax and Revenue Anticipation Notes. Since January 2013, Jones Hall has <br /> served as bond counsel or disclosure counsel on approximately 45 tax and <br /> revenue anticipation note issues. <br /> • Commercial Paper. Jones Hall has served as bond counsel on commercial <br /> paper note issues for the City and County of San Francisco and for the City of <br /> San Jose. <br /> Relevant Experience. See Appendix A for an abbreviated list of the debt issuances for <br /> which the firm has served as bond counsel and/or disclosure counsel for California issuers in <br /> the past 5 years (2019-2023), with the focus on issuers that are cities and special districts that <br /> have undertaken water, sewer, general obligation and other debt issuances. <br /> B. NAMES AND RELEVANT EXPERIENCE OF ASSIGNED ATTORNEYS <br /> Working on the City's transactions would be James A. Wawrzyniak Jr., David T. Fama, <br /> and David Walton (tax counsel). Their biographies follow. See Appendix B for a list of <br /> financings for which Mr. Wawrzyniak and Mr. Fama served as Bond Counsel and/or Disclosure <br /> Counsel on California water transactions in the past 5 years (2019-2023). <br /> James A. Wawrzyniak Jr. James Wawrzyniak represents cities, counties, school <br /> districts and other governmental entities throughout California in municipal financing <br /> transactions. Since 2015, he has served California public agency clients as bond counsel, <br /> disclosure counsel, and underwriter's counsel. His particular expertise is with utility revenue <br /> financings, including Water Revenue Bonds, Sewer Revenue Bonds, and Electric Revenue <br /> Bonds. Mr. Wawrzyniak also has extensive experience with conduit-issuer and Mello-Roos <br /> CFD special tax bond financings. Prior to joining Jones Hall, Mr. Wawrzyniak represented <br /> corporate and non-profit clients in a variety of financing and other corporate transactions at law <br /> firms in San Francisco, Washington, D.C. and New York City. He received his J.D. from <br /> Harvard Law School, cum laude, and his undergraduate degree in Economics from Georgetown <br /> University, summa cum laude. <br /> David T. Fama. David Fama has more than 30 years' experience as bond counsel, <br /> disclosure counsel and underwriter's counsel in financings that include enterprise fund <br /> financings, Mello-Roos special tax bonds, assessment bonds, tax allocation bonds, general <br /> obligation bonds, lease revenue bonds, certificates of participation, and 501(c)(3) financings. <br /> 3 <br />
