Ordinance No. 2275 <br /> Page 3 of 5 <br /> EXHIBIT A <br /> Chapter 2.31 ENERGY AND ENVIRONMENT COMMISSION <br /> 2.31.010 Commission created. There is created an energy and environment commission. <br /> 2.31.020 Duties. <br /> A. The energy and environment commission shall advise the city council in matters related to <br /> city energy and environmental services as outlined in the City's adopted Climate Action Plan <br /> (CAP). <br /> B. The duties of the commission shall include the following: <br /> 1. Advise and assist in implementation of the adopted CAP and assist with subsequent <br /> updates to the CAP; <br /> 2. In collaboration City staff, prepare an Energy and Environmental Priorities Plan <br /> focusing on energy and environmental issues and strategies reflecting community <br /> opportunities, needs, and interest as identified in the CAP, and in consideration of <br /> available City resources to successfully implement priorities,- <br /> 3. <br /> riorities;3. As identified in the CAP, promote and recommend strategies toward preservation, <br /> enhancement and sustainable utilization of environmental resources for use by <br /> residents and businesses of the City of Pleasanton; <br /> 4. As identified in the CAP, give special consideration to issues that may adversely <br /> affect those natural resources within the city. <br /> 5. Develop strategies that are measurable in a quantitative and qualitative fashion; and <br /> 6. Support the intent of the General Plan's environmental goals, policies and programs. <br /> 2.31.030 Membership—Appointments. <br /> A. The commission shall have five regular commissioners, one youth member, and one <br /> alternate commissioner all of whom shall be residents of the city. <br /> B. The five regular commissioners and the one alternate commissioner shall be selected from <br /> the community at large. The youth member shall be the minimum age of a high school <br /> freshman. The regular commissioners, the youth member, and alternate commissioner shall be <br /> appointed by the mayor, subject to the ratification by the city council, as provided in the adopted <br /> city council resolution establishing procedures for appointments to boards and commissions. <br /> C. Commissioners shall be eligible to participate in all activities of the commission except that <br /> the alternate commissioner shall vote only in the event of an absence or conflict of interest of <br /> one of the regular commissioners. <br /> D. The alternate commissioner may serve as a voting member on any subcommittee of the <br /> commission and may be designated as the commission's representative to other boards and <br /> commissions. <br /> E. Commissioners shall be compensated as established by city council resolution, unless the <br /> youth member is unable to qualify for a work permit that allows for compensation. <br /> 2.31.040 Term of membership. <br /> A. Regular commissioners shall be eligible to serve a maximum of eight years with two four- <br /> year terms. <br /> B. Alternate commissioners shall be eligible to serve four-year terms and are not subject to a <br /> limit in the number of years served. <br /> C. The youth member shall be eligible to serve a two-year term. <br />
