ORDINANCE NO. 2274 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> MODIFYING THE MEMBERSHIP AND LENGTH OF TERM OF THE YOUTH <br /> COMMISSION BY AMENDING MUNICIPAL CODE CHAPTER 2.29 <br /> WHEREAS, the City values the views of youth in the community, who make up 24% of <br /> the population. After the adoption of the Youth Master Plan, the City Council formed a Youth <br /> Commission to regularly receive youth perspectives and initiatives; and <br /> WHEREAS, on October 17, 2023, February 20, 2024, and March 5, 2024, at duly noticed <br /> public hearings, the City Council considered commission and committee reorganization, and <br /> determined that the Youth Commission should be modified to remove adult members and <br /> alternates, shorten terms, and make other related changes. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> SECTION 1. Finds that the proposed amendments to the Pleasanton Municipal Code <br /> have no possibility to have a significant effect on the environment per Title 14 California Code of <br /> Regulations (CEQA Guidelines) § 15061(b)(3). <br /> SECTION 2. Amends the Pleasanton Municipal Code as shown in Exhibit A, attached <br /> and incorporated by this reference, to modify the membership, length of terms and other related <br /> changes to the Youth Commission. <br /> SECTION 3. New Youth Commissioners shall generally begin their term in September. <br /> Applicants during Spring Recruitment should apply for an appointment which aligns with the grade <br /> level that the person will be in September of that year. <br /> SECTION 4. Under the prior provisions, a commissioner could serve a maximum of six <br /> years (three terms of two years each). With this amendment, a commissioner can now serve a <br /> maximum of four years (two terms of two years each). However, commissioners whose first or <br /> second term began prior to March 5, 2024, may apply for additional terms for a total of six years <br /> of service. A commissioner currently serving a third term may complete that third term for six total <br /> years of service. <br /> SECTION 5. Adult members currently serving on the Youth Commission shall have their <br /> terms end at the Youth Commission meeting in May 2024. <br /> SECTION 6. Staff are directed to reach out to all schools to share information about <br /> these opportunities during each recruitment period. <br /> SECTION 7. A summary of this ordinance shall be published once within fifteen (15) <br /> days after its adoption in "The Valley Times," a newspaper of general circulation published in the <br /> City of Pleasanton, and the complete ordinance shall be posted for fifteen (15) days in the City <br /> Clerk's office within fifteen (15) days after its adoption. <br /> SECTION 8. This ordinance shall be effective thirty (30) days after its passage and <br /> adoption. <br />
