3. Introduce and waive first reading of an Ordinance approving an application to <br /> establish development standards and construct tennis court fencing for an existing <br /> single-family residence located at 2207 Martin Avenue (PUD-148) <br /> Recommendation: <br /> 1. Find the project is exempt from environmental review pursuant to the <br /> California Environmental Quality Act Guidelines (CEQA); and <br /> 2. Make the PUD considerations for the proposed development plan as stated <br /> in the draft ordinance provided as Attachment 1; and <br /> 3. Introduce and waive first reading of an Ordinance approving an application <br /> to establish development standards and construct tennis court fencing for an <br /> existing single-family residence located at 2207 Martin Avenue (Case No. <br /> PUD-148), subject to conditions of approval. <br /> Finance <br /> 4. Accept the Monthly Disbursements and Investment Report for November 2023 <br /> Recommendation: Staff recommends the City Council accept claim disbursements <br /> in the amount of$16,884,521 and the investment report for the month of November <br /> 2023. <br /> Public Works <br /> 5. Adopt a Resolution of Summary Vacation for public service and access easements <br /> and acceptance of replacement public service and emergency vehicle access <br /> easements at 29 Grey Eagle Court <br /> Recommendation: Adopt Resolution No. 2024-001 summary vacation for public <br /> service and access easements and acceptance of replacement public service and <br /> emergency vehicle access easements at 29 Grey Eagle Court. The Resolution of <br /> Summary Vacation affirms that: <br /> 1. The City Council may summarily vacate a public service easement if the <br /> easement has been superseded by relocation, or determined to be excess <br /> by the easement holder, and there are no other public facilities located <br /> within the easement (§8333(c)). <br /> 2. The City Council may summarily vacate a public access easement if said <br /> easement area is deemed an excess right-of-way of a street or highway not <br /> required for street or highway purposes (§8334(a)). <br /> 3. The City Council may vacate a street, highway, or public service easement <br /> by adopting a Resolution of Summary Vacation (§8335(a)(1)). <br /> 4. The Resolution of Summary Vacation shall state the following (§8335(b)): <br /> a. That the vacation is made under this chapter. <br /> b.
