Clifford Moss LLC. 5111 Telegraph Avenue, No. 307, Oakland, CA. 94609. www.cliffordmoss.com <br /> <br /> <br />Potential Local Revenue Measure Election Feasibility & Factual Impartial <br />Public Communications Project Proposed 2024 Phase 2 Communications <br />SCOPE OF SERVICES FOR THE CITY OF PLEASANTON <br /> <br />PHASE 2: Public Engagement & Factual Impartial Communications Services as City Prepares and <br />Qualifies a Local Revenue Measure for the Ballot, & Provides Factual Impartial Public Information During <br />the Election Window <br />TIMELINE: January 1, 2024 – September 30, 2024 <br />BUDGET <br />Provider FEE: $68,000 ($7,500/month x 9 months +$500 misc. approved business expenses) <br />Research FEE: $38,000 (400 completed interviews, 3 languages) <br />Program Budget: $178,000 (covering direct mail, digital, online, and misc. public engagement program costs) <br />TOTAL Project Budget NOT TO EXCEED $284,000 <br /> <br /> Confirm, provide input to City regarding its electoral goal and schedule to meet filing requirements and <br />qualify City’s measure for the ballot. <br /> Conduct community/political analyses relating to City’s 2024 electoral goal(s). <br /> Recommend a strategy, timeline and program budget to help City engage, inform, gather and LISTEN <br />to input from residents and stakeholders on City needs and the proposed plan to meet those needs <br />(2024 ballot measure). <br /> Guide City in implementing above public engagement and listening strategy; serve as a City thought <br />partner as City engages its community. <br /> Based on early polling/research results, provide input into City’s expenditure plan for use of proposed <br />revenue measure funds to help ensure community alignment. <br /> Coordinate with FM3 Research, the City’s chosen pollster, to conduct additional research approved by <br />Client, including a tracking poll of Client’s 2024 likely voters (400 interviews). Collaborate with FM3 to <br />prepare, analyze and interpret poll results (poll #2 provided at an additional cost of $38,000). <br /> Collaborate with City and its consultants to finalize City’s chosen ballot measure. <br /> Prepare City for information-only, factual and impartial communications environment once the City’s <br />measure has qualified for and is on the ballot (e.g. factual, information-only, impartial web content, <br />fact sheets, FAQs, etc.). <br /> Provide ongoing project-related strategic communications counsel and work products as needed <br />within City’s established program budget. <br /> Attend and/or participate in City project-related meetings and Zoom/conference calls as needed. <br />Contractor’s services do not include legal or financial advice or counsel of any kind. <br />DocuSign Envelope ID: 903F15AC-D87C-458E-B447-87BBCCD8464EDocuSign Envelope ID: 81FF908D-5E0B-4385-91A4-3EA1E09D600C
