Page 1 of 5 Item #4 CITY COUNCIL AGENDA REPORT March 5, 2024 Community Development TITLE: ADOPT A RESOLUTION APPROVING THE ANNUAL PROGRESS REPORT ON IMPLEMENTATION OF THE GENERAL PLAN HOUSING ELEMENT FOR CALENDAR YEAR 2023 AND AUTHORIZE SUBMITTAL TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR'S OFFICE OF PLANNING AND RESEARCH SUMMARY An Annual Progress Report (APR) on the status of the Pleasanton General Plan Housing Element has been prepared for the 2023 calendar year, per State law. The report must be approved by the local legislative body through a resolution and submitted to the State Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR) by April 1 of each year to show the status of implementation of the Housing Element goals, policies, and programs. This annual report will be the first APR submitted for the 2023-2031 (6th Cycle) Housing Element cycle, which was adopted on January 26, 2023, revised on August 17, 2023, and certified by HCD on August 23, 2023. RECOMMENDATION Adopt a resolution approving the Annual Progress Report on implementation of the General Plan Housing Element for calendar year 2023 and authorize submittal to the California Department of Housing and Community Development and the Governor's Office of Planning and Research. BACKGROUND Section 65400 of the California Government Code requires the City to file an annual report with the State Department of Housing and Community Development addressing the status of the General Plan Housing Element and progress made toward implementing its goals and policies. The General Plan Housing Element for the 2023-2031 planning period was adopted by the City Council on January 26, 2023, revised on August 17, 2023, and certified by HCD on August 23, 2023. This annual report will be the first submitted for the 6th Cycle Housing Element, covering calendar year 2023. DISCUSSION The Housing Element Annual Progress Report (APR) – 2023 is attached for the City Council's review (Attachment 1). HCD has specific reporting requirements for the APR, including information contained in a series of standardized spreadsheet tables (completed tables are attached to this report). Various State housing laws adopted in 2020 and more recent years have added new data requirements for APRs that are reflected in this 2023 Housing Element APR as needed. Some of the newer standardized tables required by HCD, particularly Table A2, are difficult to print in a reader-friendly manner; staff has attempted to make the tables as Page 31 of 228
