ORDINANCE NO. 2274 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON MODIFYING THE MEMBERSHIP AND LENGTH OF TERM OF THE YOUTH COMMISSION BY AMENDING MUNICIPAL CODE CHAPTER 2.29 WHEREAS, the City values the views of youth in the community, who make up 24% of the population. After the adoption of the Youth Master Plan, the City Council formed a Youth Commission to regularly receive youth perspectives and initiatives; and WHEREAS, on October 17, 2023, February 20, 2024, and March 5, 2024, at duly noticed public hearings, the City Council considered commission and committee reorganization, and determined that the Youth Commission should be modified to remove adult members and alternates, shorten terms, and make other related changes. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Finds that the proposed amendments to the Pleasanton Municipal Code have no possibility to have a significant effect on the environment per Title 14 California Code of Regulations (CEQA Guidelines) § 15061(b)(3). SECTION 2. Amends the Pleasanton Municipal Code as shown in Exhibit A, attached, and incorporated by this reference, to modify the membership, length of terms and other related changes to the Youth Commission. SECTION 3. New Youth Commissioners shall generally begin their term in September. Applicants during Spring Recruitment should apply for an appointment which aligns with the grade level that the person will be in September of that year. SECTION 4. Under the prior provisions, a commissioner could serve a maximum of six years (three terms of two years each). With this amendment, a commissioner can now serve a maximum of four years (two terms of two years each). However, commissioners whose first or second term began prior to March 5, 2024, may apply for additional terms for a total of six years of service. A commissioner currently serving a third term may complete that third term for six total years of service. SECTION 5. Adult members currently serving on the Youth Commission shall have their terms end at the Youth Commission meeting in May 2024. SECTION 6. Staff are directed to reach out to all schools to share information about these opportunities during each recruitment period. SECTION 7. A summary of this ordinance shall be published once within fifteen (15) days after its adoption in “The Valley Times,” a newspaper of general circulation published in the City of Pleasanton, and the complete ordinance shall be posted for fifteen (15) days in the City Clerk’s office within fifteen (15) days after its adoption.
