Receive a presentation on the Eastern Alameda County Human Services Needs <br />Assessment and accept the final report <br /> Recommendation: Receive a presentation on the Eastern Alameda County Human <br />Services Needs Assessment and accept the final report. <br /> <br />Jay Ingram, Recreation Manager, and consultants from JSI presented the item. <br /> <br />Mayor Brown opened public comment. The following individuals provided <br />comment: Georgia Gregory, Linda Kelly. <br /> <br />Mayor Brown closed the public comment. <br /> <br />MOTION: It was m/s by Testa/Nibert to accept the report. Motion passed by the <br />following vote: <br />Ayes: Councilmembers Balch, Testa, Nibert, Mayor Brown <br />Noes: None <br />Absent: Councilmember Arkin <br /> <br />Mayor Brown called a recess at 9:10 p.m. and reconvened the meeting at 9:16 <br />p.m. <br />13. Accept the Annual Comprehensive Financial Report (ACFR) and other related <br />audits for the fiscal year ending June 30, 2023 <br /> Recommendation: Accept the audited Annual Comprehensive Financial Report and <br />other related reports for FY 2022/23. <br /> <br />Susan Hsieh, Finance Director, presented the item and responded to questions <br />from the City Council. <br /> <br />Mayor Brown opened public comment. There being no speakers, Mayor Brown <br />closed the public comment. <br /> <br />MOTION: It was m/s by Balch/Nibert to accept the reports as recommended. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Balch, Testa, Nibert, Mayor Brown <br />Noes: None <br />Absent: Councilmember Arkin <br />MATTERS INITIATED BY COUNCIL <br />None. <br />COUNCIL REPORTS <br />The City Council reported on local and regional board meetings attended. <br />Page 13 of 228
