efforts to “amicably resolve SOI issues and boundary disputes through dialog with affected <br />agencies.” <br /> <br />Item 12 <br />Q: How will/did the City spend the Opioid Settlement funds? <br />A: No opioid settlement funds have been spent at this point. <br /> <br />Q: What is meant by “net increase of $125,000 to fund additional costs associated with <br />contracts for general repairs and maintenance” as the report doesn’t identify the driver of the <br />cost change? <br />A: This increase is based on cost increases and additional utilization of various building and <br />facility maintenance and repair contracts, such as custodial services, HVAC repairs, pool <br />services, and fire sprinkler services. <br /> <br />Q: Why is the new Emergency Fund not included in our reserve percentage calculation? How is <br />it ‘restricted’ for exclusion when the General Fund reserve policy states ‘for emergencies’? <br />Should the COVID response and recovery also be included in the calculated percentage? <br />A: Based on the City’s Reserve Policy, any committed and assigned reserves are excluded from <br />the unrestricted/unassigned reserve calculation. <br /> <br />Q; Regarding the sentence: ‘Once a debt has been issued, $2.6 million will be restored to the <br />Water Operating Fund”. This does not address debt service or the additional capital costs that <br />may be more to a driver of the need for the debt (now at $14M when initially at $6M in the water <br />rate study analysis). Council would have to approve of any debt arrangement? <br />A: To get the work started on several priority water capital projects mentioned in the staff report, <br />the Water Operating Fund is providing the cash needed as a short-term solution. Yes, Council <br />would approve any debt arrangement; staff will be providing an update at the March 5 Council <br />meeting. <br /> <br />Q: What is meant by ‘including this $2.6 million, the estimated ending fund balance becomes <br />$8.9 million…” – does this mean an increase in expenses? <br />A: In this case, including means adding back $2.6 million into the Water Operating Fund balance <br />once the debt has been issued. <br />
