We have assembled a team of <br />highly skilled environmental science and planning professionals who combine extensive technical <br />qualifications and knowledge of CEQA and CEQA streamlining with many years of experience working on <br />similar development projects. <br />We are proud of our team’s ability to work effectively with City staff, decision-makers, and community <br />groups to develop and implement innovative approaches and solutions to planning and environmental <br />issues. Our team of CEQA practitioners and environmental planners and scientists has completed <br />numerous CEQA documents for similar projects, and we have substantial experience in the Tri-Valley <br />area and throughout the Bay Area. Our statewide experience with CEQA, our technical expertise in key <br />project issues including air quality, noise, and hazards and hazardous materials, and our local and <br />regional knowledge give us a unique understanding of existing conditions at the project site and <br />sensitivity to the range of issues that will be important to the success of this project. <br />Leading the team will be Abe Leider, AICP CEP. He has over 22 years of experience directing urban <br />planning projects, including planning and policy document preparation and CEQA analyses. Abe will be <br />serving as Principal-in-Charge and contract administrator. Gianna Meschi will serve as Project Manager <br />in charge of day-to-day oversight and will serve as the City’s primary contact. Gianna has managed or <br />authored CEQA documents for similar projects throughout the greater Bay Area and state. <br />This proposal includes: (1) our understanding of the project; (2) our proposed work scope; (3) a <br />schedule for completion of the work program; and (4) our cost estimate to complete the proposed work <br />program. <br />Project Understanding <br />The project site encompasses two assessor’s parcels totaling approximately 0.72-acre located on the <br />southeast corner of Vineyard Avenue and First Street in Pleasanton. The site is currently occupied by an <br />automobile service station. The proposed project would involve demolition of the existing development <br />on the site; subdivision into six residential lots and one common lot; and construction of six dwelling <br />units and an internal road accessed from Vineyard Avenue. The project site is within the Downtown <br />Specific Plan (DSP) area and we understand that City staff has determined that the proposed use is <br />consistent with the DSP, which allows for residential uses at the site with a General Plan amendment <br />and approval of a Planned Unit Development application.
