The City continues to make efforts to address homelessness in the community. In its <br />HCD-required PLHA Five-Year Plan, the City outlined in detail the manner in which the <br />City will use its PLHA allocation funds. The Professional Services Agreements with <br />CityServe of the Tri -Valley and Tri-Valley Haven formalizes the homeless-related <br />services that would be provided for Pleasanton residents. <br />CityServe 's and Tri-Valley Haven's respective funding is $306,071 each, which is 50 <br />percent of the PLHA funding less an allowable 5 percent for the City's administrative <br />costs . With its allocation of PLHA funds , CityServe will <br />provide : 1) Housing relocation and stabilization and short-and/or medium-term <br />(minimum of 6 months) rental assistance to help homeless individuals or families to <br />move as quickly as possible into permanent housing , and 2) supportive/case <br />management services that include street outreach , mental health services , emergency <br />health services , employment assistance and job training, life skills training , and <br />substance abuse treatment services. <br />Tri -Valley Haven - Proposed Agreement for PLHA Program Funds <br />Tri-Valley Haven had to close one of its two emergency domestic violence shelters due <br />to mold and structural health and safety concerns . The PLHA funds would be utilized to <br />assist with the rental , utilities , and phone costs , and motel stays for the 30 residents that <br />had to be relocated while Tri-Valley Haven is working toward the full re-construction of a <br />new shelter. <br />Future PLHA Program Funding <br />As previously stated , the City has applied for and been awarded its 2019 , 2020, and <br />2021 PLHA program allocations in the total amount of $644,361. The City is currently <br />waiting for HCD to issue a Notice of Funding Availability (NOFA) to be able to secure its <br />2022 and 2023 PLHA allocations. Additionally , as an established permanent funding <br />source , there is an expectation that the PLHA program will continue as currently <br />structured after the existing 5-year plan period ends in 2023 .
