ATTACHMENT 1 <br />1 <br />RESOLUTION NO. 24- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />APPROVING THE AFFORDABLE HOUSING AGREEMENT BETWEEN THE <br />CITY OF PLEASANTON AND CITY VENTURES FOR THE PROJECT AT 2025 <br />SANTA RITA ROAD <br />WHEREAS, City Ventures has made an application to the City for an Affordable <br />Housing Agreement related to its 42 unit three-story townhome style condominium project <br />on a 1.96-acre site currently occupied by the Tri-Valley Inn & Suites Motel located at 2025 <br />Santa Rita Road, and approved by Design Review (P-23-0332) and Vesting Tentative <br />Map 8676 (P23-0605) (the “Project”); and <br />WHEREAS, at its meeting of January 18, 2024, the Housing Commission reviewed <br />and recommended approval of the Affordable Housing Agreement for the Project that <br />provides that City Ventures shall pay the applicable Affordable Housing Fee to meet the <br />Project’s requirements under the Inclusionary Zoning Ordinance; and <br />WHEREAS, a duly-noticed public hearing was held by the City Council on <br />February 20, 2024, at which time the public was given the opportunity to comment on the <br />Affordable Housing Agreement; and <br />WHEREAS, the City Council considered all the information regarding the terms of <br />the Affordable Housing Agreement. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br />CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER <br />THE FOLLOWING: <br />SECTION 1. Finds that the adopted Findings and Statement of Overriding <br />Considerations for the Pleasanton 2007-2014 Housing Element Update and Climate Action <br />Plan General Plan Amendments and Rezonings (State Clearinghouse No. 2011052002), <br />which was a supplement to the Pleasanton General Plan Update 2005-2025 Program <br />Environmental Impact Report (State Clearinghouse No. 205122139) is adequate to serve <br />as the environmental documentation for this Project’s Affordable Housing Agreement and <br />satisfies all the requirements of CEQA. <br />SECTION 2.Finds that the proposed Affordable Housing Agreement between the <br />City of Pleasanton and City Ventures is consistent with the City’s General Plan and the <br />objectives of the City’s affordable housing polices, including fulfilling the requirements of <br />Municipal Code Chapters 17.40 Affordable Housing Fees and 17.44 Inclusionary Zoning. <br />SECTION 3. Approves the Affordable Housing Agreement between the City of <br />Pleasanton and City Ventures, a copy of which is attached hereto as Exhibit A and <br />incorporated herein by this reference; and authorizes the City Manager to execute the <br />Page 46 of 228
