Ordinance No. City Council, February 20, 2024 <br />Exhibit A to Ordinance, PMC Amendments, Page 1 <br />EXHIBIT A <br />Amend Section 2.30.020 Duties of Chapter 2.30 Planning Commission <br />§ 2.30.020 Duties. <br />A. The planning commission shall perform functions as outlined in this chapter. <br />B. The duties of the commission shall include the following: <br />1. Prepare, make recommendations to city council to adopt, and administer a <br />general or master plan for the city and for land adjacent to the city for long <br />term growth, subject to revision as conditions and land uses change; <br />2. Prepare, make recommendations to city council to adopt, and administer <br />specific plans, precise plans and area plans in accordance with the general <br />plan, regulating land and building uses, height and bulk of buildings, open <br />spaces about buildings, lot percentages, lot sizes and locations of buildings <br />and rights-of-way; <br />3. Recommend to the city council amendments to the zoning ordinance to carry <br />out the general plan and precise specific plans; <br />4. Investigate, hear and determine applications for use permits and for variance <br />permits made pursuant to the zoning laws of the city; <br />5. Investigate, hear and determine disputes and controversies regarding the <br />zoning ordinance; <br />6. Review subdivision maps filed with the city council, act as "advisory agency" <br />pursuant to the subdivision map act of the state of California in making <br />recommendations concerning said maps to the council; <br />7. Make recommendations to the city council and/or establish policies regarding <br />affordable housing projects affiliated with the city including preference and <br />eligibility criteria for city assisted housing, available grant applications, and <br />new affordable housing programs. <br />8. Review and make recommendations to the city council regarding community <br />development block grant applications for capital improvement and <br />rehabilitation projects. <br />9.As directed by city council or in accordance with adopted City policy, review <br />and make recommendations to the city council regarding expenditures of the <br />city’s lower income housing fund. <br />Page 35 of 228
