Page 6 of 7 <br />Implementation <br />Except for the Planning Commission’s assumption of the Housing Commission responsibilities, <br />the transitions will happen through attrition due to resignation or expiration of commission/ <br />committee terms (i.e., not filling positions as they become vacant). It is anticipated that all <br />commissions and committees will reach the amended number of members by June 2025 and <br />some earlier. The City Council’s adoption of the changes, as provided by the attached <br />ordinances and resolutions, will align with the upcoming spring recruitment for commission and <br />committee openings to be held during the month of March. <br /> <br />Commission/Committee Membership Requirements <br />Additionally, commission and committee members are necessitated to meet several <br />requirements to remain in good standing, including compliance with City procedures regarding <br />attendance, mandatory ethics training, and annual filing of Form 700 Statement of Economic <br />Interests (if applicable). There are currently policies that would allow City Council to remove <br />commissioners who do not meet attendance parameters, do not complete the required ethics <br />training, or do not complete the Form 700; bi-annual reporting will be provided to the City <br />Council in January and July of each year for City Council direction. <br /> <br />Annual Workplan Recommendation <br />To ensure that commissions and committees are working in concert with the City Council <br />toward identified community goals, each commission and committee will submit a work plan to <br />the City Council. In coordination with the staff liaison, these workplans should advance the <br />ONE Pleasanton strategic plan goals and strategies and would be developed concurrently with <br />the City’s 2-year budget process and then be submitted to the City Council. Given how <br />implementation of the workplan progresses, it may be updated concurrent with the mid-term <br />budget process. This annual workplan process will be memorialized in the Commissioners <br />Handbook in its next revision. <br /> <br />EQUITY AND SUSTAINABILITY <br />Reorganization of the current commission and committee structure allows for an appropriate <br />number of members and meeting frequency that is intended to foster streamline opportunities <br />for community input and engagement; and efficiency and impact for the commission and <br />committee members as well as supporting staff members. An optimal structure will retain <br />existing members while also attracting new members to commissions and committees. Also, <br />this restricting will create a greater connection to the ONE Pleasanton strategic plan goals. For <br />example, replacing adult representation on the Youth Commission will open more opportunity <br />for youth and provide a stronger youth voice in the community (Building a Community Where <br />Everyone Belongs); and transitioning the Energy and Environment Committee to a commission <br />will help to increase the focus on the environment and sustainability in Pleasanton (Investing in <br />Our Environment). <br /> <br />OUTREACH <br />Members of all City commissions and committees were notified of the City Council' s February <br />7, 2023, review of the proposed reorganization, and its subsequent October 17, 2023, <br />discussion of recommendations for restructuring.
