Page 2 of 3 <br />for the PFAS project. <br /> <br />On April 18, 2023, the City Council approved a fourth amendment to this agreement to <br />increase the scope to include updating the water rate models and preparing a water rate study, <br />which increased the total contract by $46,150 to an amount not-to-exceed $259,550. <br /> <br />DISCUSSION <br />On November 7, 2023, Council approved water and sewer rate adjustments, completing the <br />water rate component scope of work in Raftelis’ agreement. These Council-approved rate <br />adjustments will help the City maintain adequate funding for the operations and maintenance <br />of the water system, partially replenish the reserves to Council-approved reserve levels, and <br />better position the City to pursue future debt financing. <br /> <br />The second amendment included funds for a water and sewer connection fees study in <br />addition to both the drought rates plus the water rate study; however, due to the extensive <br />public outreach and the timing of the City Council's approval of the rates which necessitated an <br />additional Council meeting, another amendment is needed to fund the connection fees study. <br />Raftelis’ proposal is $50,008, which, with a 15 percent contingency, is a total of $57,509. <br />Therefore, staff is recommending a fifth amendment to the agreement to increase the total <br />contract by $57,509 to an amount not to exceed $317,059 to complete the water and sewer <br />connection fees study. <br /> <br />The tentative timeline and proposed tasks are: <br /> <br />Date Action <br />February 6, 2024 Council consideration of proposed amendment <br />March - May Task 1: Project management, Kick-off meeting, data collection, and <br />QA/QC <br />May Task 2: Water and sewer connection fees <br />June - August Task 3: Draft and Final PowerPoint Presentation <br /> <br />Raftelis has extensive experience conducting water and sewer connection fee studies and, as <br />noted previously, this study is already included in the agreement's scope of work. Notably, the <br />water and sewer connection fee study will be completed over the coming six months <br />concurrent with the schedule for the development impact fee study, for which adoption is <br />planned in August 2024 (with two workshops with the City Council scheduled in the interim). <br />To complete this review and analysis, the Raftelis contract needs to be increased by $57,509 <br />to an amount not-to-exceed $317,059 for the water and sewer connection fees study. As <br />presented as Attachment 1, the proposed fifth amendment with Raftelis accomplishes these <br />objectives. <br /> <br />EQUITY AND SUSTAINABILITY <br />As a full-service municipality, the City provides a wide range of services and programs to meet <br />the needs of all members of the community. Completion of the water and sewer connection fee <br />study will provide information intended to support the fiscal sustainability of the City's <br />enterprise funds. <br /> <br /> <br />Page 23 of 554
