year when they are fully operational (and are throughout the region and country),
is not an accurate depiction of needs. Further, knowing that there are year -round
sports, noting that no sports are traditional in the winter and summer months is a
missed opportunity to start to evolve with the landscape. At a minimum, if soccer is
deemed a traditional fall sport, it should be noted that our fall competitive leagues
are in full operation through mid-December, and noting that the fall season goes
through November does not align with our reality.

A: We understand that many sports clubs have evolved into year -round
competitive schedules. However, our Pleasanton co-sponsored group consists
largely of organizations that schedule a strong traditional season, with a much
smaller off-season or no off-season. These groups include baseball, softball, boys
lacrosse, girls lacrosse, and football.

Sports seasons are necessary to provide inclusive and equitable field space for all
user groups. Similar to high school sports seasons, the City aims to provide all
user groups the field time their sport needs based on their traditional season.

For the winter season, fall sports have concluded and spring sports have not yet
started. The short winter season also coincides with our field closures for
maintenance and repair. This past fall 2023 season, soccer league games were
accommodated according to the game schedules provided.

5. Q: The document outlines that priority allocations go to both tryouts and traditional
season sports. Please note that this is a contradiction as tryouts virtually always
take place outside of the city’s defined traditional season, for multiple sports. In the
past, tryouts took priority regardless as they are vital to an organization's
operations and it always worked. This needs to be clarified.

A: You are correct- tryouts still have the highest priority, as outlined on page 7
under the Field Allocation Process section. Tryouts have the highest priority
regardless of whether the group is in-season or not. We will add a clarifier to this
section to make it clearer that tryouts for in-season and out-season groups have
the highest priority. Of note, applications for tryouts must be submitted by the
submittal timeframe in order to be considered for priority allocation.

6. Q: Field closure schedule: The existing process allows for: “Leagues are required
to condense field use beginning the second week of November and use as few
fields as possible to allow for off-season maintenance practices to begin.” This
phased process has been used for at least 20 years, is realistic to the fact that
Park staff cannot start the maintenance process on every single field
simultaneously, and has always prioritized safety. RAGE and BUSC staff had
historically met with Parks staff and walked the fields to discuss any problem or
concern areas. Again, we play year-round and our Fall leagues go through mid
December. Both clubs recently met with Pam Ott and Heidi Murphy and they
shared that they were not aware of this previous practice/current policy and shared
