RESOLUTION NO. 23-1429 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING UPDATED LIBRARY POLICIES FOR: 1) PUBLIC ACCESS TO THE INTERNET; 2) LIBRARY MATERIALS RECOVERY; 3) COLLECTION DEVELOPMENT; 4) REQUEST FOR RECONSIDERATION OF MATERIAL FORM; AND 5) INCLUSIVENESS IN MATERIALS STATEMENT WHEREAS, the library policies: Public Access to the Internet Policy(2001), Public Access to Motion Pictures Videos (1999), Library Fine/Fee Waivers (2019), Materials Selection Policy (2001), and Defacement of Library Materials Policy(1999); and form: Patron Comment Regarding Library Materials Form (2001), are outdated or no longer current; and WHEREAS, the policy revisions represent important changes in technology, ensure compliance with the Federal Children's Internet Protection Act (CIPA) requirements for grant funding, and reflect changes in the City Fee Schedule in 2019; and WHEREAS,there is a need to add an Inclusiveness in Materials Statement to outline the Library's position on its freedom to acquire lawful materials, its unwavering commitment to opposing attempts to censor library resources and its dedication to respecting individual choice. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Repeals the policies and form described in the first Recital paragraph above, and adopts the following Library policies and form as shown in Exhibits 1 through 5 attached to this resolution: 1) Public Access to the Internet Policy 2) Library Materials Recovery Policy 3) Collection Development Policy 4) Request for Reconsideration of Material Form 5) Inclusiveness in Materials Statement SECTION 2. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions.
