For this reason, prior to recordation of the final subdivision map for Lots <br />114 through 138, analysis shall be done to determine the amount of deformation <br />that would occur based upon a completely saturated slope-bank during a seismic <br />event. Based on this analysis, the buildings' foundations, private streets, and <br />utility lines located within the study area would be designed to withstand the <br />anticipated deformation and remain operational, or other bank stabilization <br />measures would be taken. <br /> <br />3. The design of the subdivision and proposed improvements will not cause <br />substantial environmental damage or substantially and avoidably injure fish or <br />wildlife or their habitat. <br /> <br />No construction would occur within the channel area ofthe Arroyo Mocho. The <br />site is an infill urban property which does not contain fish or wildlife which would <br />be damaged with development. <br /> <br />4. The design of the subdivision is not likely to cause serious public health <br />problems. <br /> <br />All improvements within the subdivision would be designed and built to City <br />standards for water, sewer, storm drainage, and access/circulation. As stated <br />above, geological issues related to the quarry bank have been investigated and <br />found to not result in public health or safety problems. <br /> <br />5. The design ofthe subdivision or its related improvements will not conflict <br />with easements, acquired by the public at large, for access through or use of <br />property within the proposed subdivision. <br /> <br />No existing easements would be affected by the proposal. <br /> <br />WHEREAS, the Planning Commission determined that the proposed tentative map is <br />consistent with the approved PUD development plan. <br />
