Clifford Moss LLC. 5111 Telegraph Avenue, No. 307, Oakland, CA. 94609. www.cliffordmoss.com <br /> <br /> <br />Potential Local Revenue Measure Election Feasibility & Public Communications Project <br />Proposed 2023-24 SCOPE OF SERVICES For City of Pleasanton <br /> <br />PHASE 1: EARLY: BASIC ELECTION FEASIBILITY WORK <br />TIMELINE: May 10 – September 30, 2023 FEE: $75,000 FLAT FEE (includes FM3 Poll) <br /> Confer and collaborate with City to set project schedule. <br /> Conduct a Project Kickoff Meeting and provide an orientation of the process to City leaders. <br /> Review available background material on City needs and current communications systems. <br /> Provide thought partnership in early local revenue measure strategic assessment and planning. <br /> Polling/Research: coordinate and collaborate with pollster, FM3 Research, to prepare for, conduct and <br />interpret results of City election feasibility research for 2024. <br /> Assess City’s current public communications efforts as they relate to City’s electoral goal(s). <br /> Help City understand its options for future quality public engagement and LISTENING, and guide early <br />beta testing on such efforts. <br /> Attend and/or participate in City project-related meetings and Zoom/conference calls as needed. <br /> Provide 2024 election feasibility recommendations for City’s preferred local revenue measure(s). <br /> Contractor’s services do not include legal or financial advice or counsel of any kind. <br /> <br />PHASE 2: Public Engagement & Communications Services as City Prepares and Qualifies a Local Revenue <br />Measure for the Ballot, & Provides Public Information During the Election Window <br />TIMELINE: TBD FEE: $7,500/month <br /> If feasibility is present for a November 2024 ballot measure, confirm/provide input to City regarding its <br />schedule to meet filing requirements and qualify City’s measure for the ballot. <br /> Conduct early community/political analyses relating to City’s 2024 electoral goal(s). <br /> Assuming positive election feasibility has been determined for 2024, recommend a strategy, timeline <br />and budget to help City engage, inform, gather and LISTEN to input from residents and stakeholders on <br />City needs and proposed plan to meet those needs (2024 ballot measure.
