Housing Commission Page 3 March 16, 2023 <br />MATTERS BEFORE THE COMMISSION <br />4. Review and Make a Recommendation to City Council to Adopt the Draft Council Priorities <br />for Fiscal Year 2023-2024 and Receive an Overview of the Citywide Strategic Plan Project <br />Recommendation: Review and made a recommendation to City Council to adopt the Draft Council <br />Priorities for Fiscal Year 2023-2024 and receive an overview of the Citywide Strategic Plan Project. <br />Housing Manager Steve Hernandez introduced Assistant City Manager Pamela Ott advising <br />commissioners that she would be presenting this item. <br />Ms. Ott presented a PowerPoint presentation noting that many of the projects on the priorities list had <br />been completed, others had been moved to a Capital Improvement projects list, and the eleven <br />remaining items were listed on Table 1 in the Staff Report. She provided commissioners information on <br />listed items that still required funding. After her presentation Ms. Ott advised the commission was <br />requested to provide the City Council with a recommendation on adoption of the Draft Council Priorities <br />for Fiscal Year 2023-2024. <br />Ms. Ott responded to commissioner comments and questions pertaining to a) having expanded location <br />to provide strategic plan information, b) funding already allocated for a DEI Action Plan, c) development <br />of an ADA Transition Plan, d) additional funds needed to continue studies of water supply alternatives, <br />etc., and e) the Housing Commission’s non-involvement in many of the projects. <br />Motion: It was m/s by Renton/Schemp recommending City Council adopt the Draft Council Priorities for <br />Fiscal Year 2023-2024. Motion passed by the following vote: <br />Ayes: Commissioners Galvin, Kripalani, Renton, Schempp, and Chair Fischer. <br />Noes: None. <br />Abstain: Commissioner Chillinsky. <br />5. Review and Recommendation to City Council for Allocation of Federal HOME Funds and <br />City Lower Income Housing Funds Related to the Housing and Human Services Grant <br />(HHSG) Program for Fiscal Year 2023/24 <br />Recommendation: Review and recommend to City Council the allocation of Federal HOME Funds and <br />City Lower Income Housing Funds related to the Housing and Human Services Grant (HHSG) Program <br />for Fiscal Year 2023/24. <br />A Disclosure was made by Commissioner Renton in which she indicated she was an unpaid member of <br />Tri-Valley REACH Board of Directors and a donor to both Tri-Valley REACH and Goodness Village. <br />Housing Manager Steve Hernandez presented an overview of the item and commented on the grant <br />process, the eight applications received for housing programs and services, funding amounts available, <br />and staff’s funding recommendations. <br />Vice Chair Galvin opened the meeting for agency presentations advising they each had three minutes <br />to provide their presentations. <br />Presentations were received from the following: <br />•Abode Services (Lakea Williams) – Rapid Rehousing Program <br />•Centro Legal de la Raza (Samantha Beckett) – Fair and Secure Housing Project <br />•CityServe (Christine Beitsch-Bahmani) – Homeless Intervention and Crisis Stabilization Program
