The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public health, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />Churches are a common use in residential areas in Pleasanton. The City's <br />past experience shows that churches make "good neighbors." The <br />proposed site layout for the church would provide adequate distance <br />between the new structures and nearby residences, and landscaping in the <br />form of trees and shrubs would be provided as a buffer between the <br />church's parking lot and the Tiffany Lane residences. The pattern and <br />timing of use for the church is such that peak use periods occur on <br />weekends and on some evenings, thereby minimizing any adverse effects <br />on local traffic. If the recommended conditions of approval are complied <br />with, the proposed church will not detrimentally impact surrounding uses. <br />In addition, the proposed use will have adequate parking to meet project <br />demand, as conditioned. The future educational building will be subject to <br />separate City review and approval to ensure continued ample parking to <br />serve the facility. <br /> <br />C. The proposed conditional use will comply with each ofthe applicable <br />provisions of this chapter. <br /> <br />Chapter 18.124 of the Municipal Code (Conditional Uses) states that, <br />because of their unusual characteristics, conditional uses require special <br />consideration so that they may be located properly with respect to their <br />effects on surrounding properties. The conditions of approval can <br />integrate the proposed expanded church use without detrimentally <br />affecting the surrounding properties or the City in general. <br /> <br />WHEREAS, a negative declaration was adopted for the design review approval in 1977 for the <br />overall master plan on the subject property, and since this revision of the master <br />plan is in substantial conformance with the prior project, it is not considered to be <br />a new project under the California Environmental Quality Act (CEQA); therefore, <br />no additional environmental document was prepared for this application; and <br /> <br />WHEREAS, the Planning Commission determined that the revised master plan for the church <br />facility will be compatible with the surrounding neighborhood and is appropriate <br />for the site. <br />
