I would like you to consider the following issues when contemplating this next rate increase: <br /> 1. Surcharge (for 2 years)vs a Permanent Increase for a temporary problem: <br /> - $41M/year loss of revenue due to the wells being down is a temporary problem given they should be operational in 4 years <br /> $21VI/year alternative water study is temporary <br /> - Replenishing the enterprise fund to 3S% is a temporary activity — once replenished the surcharge isn't necessary <br /> Otherwise you are permanently increasing our rates when it is clearly not justified 3 or 4 years from now, as the majority of expenses are temporary. <br /> The rates do need to increase (inflation, cpi etc) -- but the temporary needs should not be permanent <br /> 2. Fairness in rate increases.There is a disproportionate increases based on the tiers. Commercial users don't get as large an increase, and in some cases as <br /> actually go down! <br /> The 3 year increases range from 129 - 600%on the pleasanton portion (what you are voting on). This far beyond trying to encourage conservation for higher <br /> users. <br /> I am very concerned that the cost of service has not been attributed to the users in the specific tiers fairly. <br /> 3. Pleasanton Fixed rates have gone down --this makes no sense when most of Pleasantons expenses are fixed! The logic given from the consultant was that <br /> "staff didn't want to make as much changes around this". How does this support the cost of service requirements? <br /> Wouldn't the city want more guaranteed revenue since most of the costs are fixed?This doesn't make sense and in fact puts the city at more risk. <br /> Finally — the last 10 weeks have been challenging for all including city staff --a more open dialog and willingness to meet with residents by staff(and answer <br /> questions) and come up with a common understand and finding solutions together — would be very welcome by many residents. Unfortunately not answering <br /> questions or refusing to meet in a timely manner can lead to loss of confidence by residents. I highly encourage staff, for the future, engage much more -- most <br /> residents really would like to understand better and work towards mutual solutions — after all, we all live here and want a better city together. <br /> Thank you, <br /> Purnam Sheth <br /> 2 <br />
