Part of our L-shaped property has an irrigation line only, I <br /> will address that later. <br /> For a 35 ccf average the 2023 rate (using our$49.84 meter charge), which includes Zone 7 rates—something the City <br /> does not and cannot control—your app shows$193.27.The January, 2026 rate shows$345.87. <br /> The math to calculate increase of percentage = ( new cost -old cost)/old cost x 100= ($345.87 - 193.27)/193.27= <br /> .789568 x 100 = 79% increase in less than three years from today. <br /> The separate part of our property which has an irrigation line on a different street and no sewage connection is currently <br /> $0.47/ccf unit for each and every unit that Pleasanton distributes to us, and will increase to $5.43/ccf unit in January, <br /> 2026 for the Pleasanton distribution portion.The percentage of change is ($5.34. -0.47)/0.47 x 100= 1055% increase <br /> over less than three years. Do not continue saying I have to look at all the other charges—the increase is the Pleasanton <br /> portion and only the City controls that. Again, the City rate charge for the irrigation line is increasing by 1055%. Do the <br /> calculations yourselves if you do not believe me. <br /> I understand that increases are needed but your pamphlet saying that the rate adjustment is going to be 30%, then <br /> 20%, then 12%is incorrect. The first increase for our house water line will go from $193.27 to $261.22 according to your <br /> calculation app. That is a 35% increase not a 30% increase. The total increase in less than three years is not 62%as your <br /> pamphlet states (30%+20%+12%), but 79%. <br /> Please start doing the calculations yourselves instead of relying on a consultant's math, and redo your pamphlet you <br /> sent to each of us. Then explain to us exactly how this huge increase is going to be used— precisely how it's going to be <br /> used with a timeline. We deserve to know what we are paying for. <br /> When I was a board member for the St.John's Place HOA (43 owners), we found that the City had required the <br /> Developer, New Cities,to install a low-flow crossing across Arroyo del Valle creek as a requirement for City approval of <br /> the project — any maintenance to be paid for by the HOA property owners, even though half the crossing is over City- <br /> owned land and 98%of usage is by other than owners. Unfortunately, the City did not notice that the cost and expected <br /> lifespan of the crossing and entrances were not included in the Developer's budget for the HOA members.When the <br /> crossing entrances washed out due to heavy water release by Zone 7 after rainfall in 2010, this became an issue; we had <br /> to determine the replacement costs and start budgeting and saving for it. But we didn't expect our owners to come up <br /> with the deficit in three years. We spread it over the expected lifespan of the items that would need to be replaced. I <br /> understand the desire to have money for capital expenditures, but to expect the water ratepayers to fund this in three <br /> years is not only unrealistic, it seems irresponsible.
