Written protests will be <br />accepted through 5:00 pm on September 19 and during the public hearing at the City <br />Council meeting. <br />The consensus of the public comments is that the materials, and thus the rate increases <br />are confusing, and it is difficult to understand the actual dollar amount of the change. As <br />required by Proposition 218, the public hearing notice must disclose information at a <br />detailed level, serving to highlight the complexity of a rate increase with multiple <br />changes associated with fixed and variable costs further complicated by changes to <br />Zone 7 charges. <br />More specific to most residents' comments and the City's responses, there are several <br />components of water rates listed on current utility bills, including usage-based charges <br />for both Zone 7 and the City, in addition to one fixed meter charge.
