The goal of drought/water shortage rates is to pay for the costs <br />for the utility to operate while a decline in consumption occurs due to drought conditions <br />and mandated conservation. Although the drought/water shortage rates are available <br />once the City Council has adopted them, they are not implemented until the City Council <br />Page 12 of 19
