BACKGROUND <br /> Policy revisions and statements reflect evolving public library practices and are <br /> important to ensure accurate and current information is provided to the community, the <br /> City's library remains in compliance to ensure grant funding, and the City articulates the <br /> importance of open and equal access to materials and information. <br /> Public Access to the Internet Policy <br /> The proposed Public Access to the Internet Policy (Attachment 1) supersedes and <br /> replaces both the library's Public Access to the Internet Policy (2001) and the Policy on <br /> Access to Motion Pictures Videos (1999). <br /> The Public Access to the Internet Policy adopted by the Library Commission in 2001 <br /> (Attachment 6), and the Policy on Access to Motion Pictures Videos adopted by the City <br /> Council in 1999 (Attachment 7), require updates to ensure continued adherence to the <br /> Children's Internet Protection Act (CIPA). CIPA standards were enacted by Congress in <br /> 2001 to address concerns about children's access to obscene or harmful content over <br /> the internet. Since 2001, the past two decades have witnessed a substantial growth in <br /> both internet content and usage and changes in library media, necessitating <br /> adjustments to the policy. The proposed revision to the Public Access to the Internet <br /> Policy ensures compliance with the current federal government's CIPA requirements, <br /> addresses the growing volume of internet content and usage within the library, and <br /> reinforces the City's commitment to providing open and free access to library resources <br /> for all users. <br /> Library Materials Recovery Policy <br /> The proposed Library Materials Recovery Policy (Attachment 2) provides details on fees <br /> as well as the materials recovery model, and incorporates the Library Fine/Fee Waivers <br /> (2017) and the Defacement of Library Materials Policy (1999), that were previously <br /> approved by City Council. The proposed Library Materials Recovery Policy also <br /> supersedes the Library Refund Policy that was authorized by the City Manager in 2018. <br /> On July 16, 2019, the City Council adopted a materials recovery model for the library. <br /> This model amended the Master Fee Schedule to eliminate daily overdue fines, <br /> implemented automatic renewal for materials, and retained fees for lost and damaged <br /> library materials. The proposed Library Materials Recovery Policy (Attachment 2) <br /> combines the Library Fine/Fee Waivers (2017, Attachment 8), Library Refund Policy <br /> (2018, Attachment 9), and the Defacement of Library Materials (1999, Attachment 10), <br /> and aligns with the materials recovery model. <br /> Collection Development Policy and Request for Reconsideration of Material Form <br /> The proposed Collection Development Policy (Attachment 3) comprehensively outlines <br /> how City staff selects, maintains, and deselects materials for its library collection, and <br /> supersedes the Materials Selection Policy (2001). The proposed policy also <br /> incorporates an updated Request for Reconsideration of Material Form (Attachment 4), <br /> which replaces the Patron Comment Regarding Library Materials Form (2001), to <br /> address public concerns regarding library materials. <br /> Page 2 of 4 <br />
