CITY OF PLEASANTON <br /> INVESTMENT ACTIVITY SUMMARY AND ANALYSIS AS OF SEPTEMBER 30, <br /> 2023 <br /> SUMMARY: <br /> Primary City Managed Investment Portfolio <br /> The book value of the City of Pleasanton General investment portfolio decreased by <br /> $35.9 million from $254.4 million to $218.5 million during the last quarter ending <br /> September 30, 2023. This decrease in the portfolio during the quarter ending <br /> September 30, 2023 was primarily to accommodate large disbursements to various <br /> vendors: CalPERS for FY 2023/24 Unfunded Pension Liability, Bay Cities Joint <br /> Powers for insurance, and other vendors for various construction and service <br /> contracts. The fiscal year-to-date effective rate of return on the portfolio was 1.52 <br /> percent. The average days to maturity (ADM) increased from 723 days on June 30, <br /> 2023 to 761 days on September 30, 2023. <br /> The City's investment in the Local Agency Investment Fund (LAIF) decreased to $27.0 <br /> million from $60.0 million last quarter ending June 30, 2023. The quarterly LAIF <br /> apportionment interest rate was 3.59 percent with ADM of 256 days. The average <br /> monthly effective yield was 3.30 percent in July, 3.43 percent in August, and 3.53 <br /> percent in September. During the quarter, only $3.0 million in securities was matured. <br /> As of September 30, 2023, approximately 72.8 percent of the total portfolio consisted <br /> of federal agency securities, while the LAIF investment was 13.3 percent of the <br /> portfolio.
