Local interchange improvements, although located in Caltrans right-of-way, are always <br /> funded by the local agency. Any improvements to the interchange must be completed <br /> through the Caltrans project development process, generally consisting of four phases: <br /> Project Initiation Document (PID); Preliminary Analysis & Environmental Document <br /> (PA&ED); Design; and Construction. The City completed the PID, also known as the <br /> Project Study Report — Project Development Report, in 2020. Later that year, the <br /> PA&ED commenced, with CalTrans as the California Environmental Quality Act (CEQA) <br /> lead agency. CalTrans is finalizing the approval of the Initial Study/Mitigated Negative <br /> Declaration CEQA document. <br /> DISCUSSION <br /> The STIP is one of only a few grant programs for which the 1-680/Sunol Blvd <br /> Interchange Modernization Project is eligible for funding. Projects selected for STIP <br /> inclusion typically demonstrate the following (all of which this project fulfills): <br /> • Projects must be consistent with the goals of the Alameda Countywide <br /> Transportation Plan <br /> • Projects must demonstrate complete streets and multi-modal characteristics <br /> • Projects can leverage funds from other federal, state, and regional programs <br /> • Projects must be able to or have already successfully navigated the first step in <br /> the Caltrans Project Development Process, typically called the Project Initiation <br /> Document (PID) <br /> • Projects must have the ability to obtain environmental clearances. <br /> The 2024 STIP fund estimate for Alameda County is $64,236,000. However, <br /> considering prior funding commitments to AC Transit, MTC, and STIP Administration, <br /> the total new STIP funding available to Alameda County is $43,804,000, which will be <br /> available for use in FY 2026/27 and FY 2027/28. <br /> The Alameda CTC requested member agencies submit project nominations and <br /> information by September 22, 2023. The City submitted the 1-680/Sunol Interchange <br /> Modernization Project, Cip No. 15551, which the Alameda CTC recommended for <br /> further consideration with MTC. The approved Resolution of Local Support and final <br /> STIP application materials are due to MTC by November 10, 2023. Final <br /> recommendations for STIP inclusion are anticipated in December 2023. <br /> The current estimated construction cost for CIP 15551 is $26 million. The programed <br /> budget for CIP 15551 through FY 2026/27 is $9,230,168, which includes $4,903,132 for <br /> design and $4,327,036 for construction. Should the project be included in the final 2024 <br /> STIP list, $6 million will be allocated in FY 2027/28 and applied toward construction, for <br /> a total of $10,327,036. Pursuing additional funding sources/grants for construction <br /> would make this project more viable for award, as a STIP allocation would demonstrate <br /> a commitment of state highway funds toward an impactful community project. Staff will <br /> return to the City Council to execute the required funding agreement upon award <br /> notification. <br /> Page 3 of 4 <br />
