2 <br /> THE CITY OF <br /> ""Jll CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> November 7, 2023 <br /> City Manager <br /> TITLE: HOLD A PUBLIC HEARING AND ADOPT A RESOLUTION LEVYING <br /> THE DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT <br /> DISTRICT ASSESSMENT FOR 2024 <br /> SUMMARY <br /> The Downtown Pleasanton Business Improvement District (BID) assessment is <br /> collected annually as part of a three-step process described under State law. The City <br /> Council approved the first step on September 5, 2023, appointing a Downtown <br /> Pleasanton BID advisory board to prepare an annual report describing the programs <br /> and activities of the BID and budget. The City Council completed the second step on <br /> October 3, 2023, by adopting a resolution accepting and approving the 2023 Annual <br /> Report and 2024 Budget and declaring the intent to levy the annual assessment for <br /> 2024. The Council is now asked to complete the third and final step by holding a public <br /> hearing and considering adoption of a resolution levying the Downtown Pleasanton <br /> Business Improvement District assessment for 2024. This will levy funds to be used by <br /> the Pleasanton Downtown Association (PDA), as the manager of the Downtown <br /> Pleasanton BID, to conduct promotions, programs and activities that benefit downtown <br /> Pleasanton. <br /> RECOMMENDATION <br /> Hold a public hearing and adopt a resolution levying the Downtown Pleasanton <br /> Business Improvement District assessment for 2024. <br /> FINANCIAL STATEMENT <br /> The current agreement between the PDA and the City provides for the City to match the <br /> annual assessments paid by businesses in the BID. In 2023, the City match from the <br /> General Fund is estimated to be approximately $80,000 which is included in the City's <br /> current Fiscal Year 2023/24 budget. <br />
