Policy 3.4 Support the rehabilitation of housing affordable to lower- and moderate-income households, including “naturally affordable” housing units as well as deed-restricted units. When assistance is provided for rehabilitation of non-deed-restricted units, encourage the maintenance of affordability in the units that are rehabilitated.
