<br />2023-2031 Housing Element City of Pleasanton | 20 <br />Section 4 Goals, Policies, and Programs <br />4.A Introduction <br />The housing plan of the Housing Element serves as the City’s strategy for <br />addressing its housing needs. This Section describes the housing goals, policies, <br />and programs of the Housing Element for the City of Pleasanton. <br />Goals are aspirational purpose statements that indicate the City’s direction on <br />housing-related needs. Most goals encompass several policies, which are <br />statements that describe the City’s preferred course of action among a range of other options. <br />Most policies include programs, which provide actionable steps to implement the City’s goals and <br />to further the City’s progress towards meeting its housing allocation. Some programs contain <br />quantified objectives, which refer to the number of units that are expected to be constructed, <br />preserved, or rehabilitated through the program during the planning period. These quantified <br />objectives represent measurable outcomes that can be used to benchmark the success of each <br />program. <br />This Housing Element contains institutional changes intended to significantly increase the amount <br />and type of housing for all income levels in Pleasanton. These efforts are expected to be initiated <br />throughout the planning period, which is from January 31, 2023, to January 31, 2031. In <br />accordance with state law, the City will also evaluate the progress and effectiveness of these <br />programs on an annual basis. Annual evaluations will be conducted through the Annual Progress <br />Report, which is reviewed by the City Council and submitted to the State Department of Housing <br />and Community Development by April 1 of each year. Together, these initiatives reflect the City’s <br />commitment to increasing affordable housing and improve existing housing conditions. <br />
