<br /> Bicycle, Pedestrian & Trails <br />Committee Meeting <br />Agenda Report <br /> October 23, 2023 <br /> <br />Item 4 <br /> <br /> <br /> <br />SUBJECT: Metropolitan Transportation Commission (MTC) Complete Streets Checklist <br />– 2024 State Transportation Improvement Program, I-680/Sunol Boulevard <br />Interchange Modernization Project, CIP 15551 <br /> <br /> <br />SUMMARY <br />The Alameda County Transportation Commission (Alameda CTC) has recommended the <br />I680/Sunol Boulevard Interchange Modernization Project be considered for $6 million of STIP <br />funding to the MTC. The MTC requires that projects requesting funds of $250,000 or more, <br />complete a checklist verifying that said projects fulfill MTC’s Complete Streets Policy and that <br />local Bicycle and Pedestrian Advisory Commissions have an opportunity to review the checklist. <br /> <br />BACKGROUND <br />The STIP is a multi-year capital improvement program of transportation projects on and off the <br />State Highway System. The program is administered by the California Transportation <br />Commission (CTC) (locally via the MTC) and funded from the State Highway Account and other <br />funding sources, such as SB1. County Transportation Agencies have been delegated to take <br />on a more active role in selecting and programming transportation projects for their <br />communities. <br /> <br />Each STIP cycle, Alameda CTC adopts and forwards a program of STIP projects to MTC. The <br />Alameda CTC has recommended the MTC consider I-680/Sunol Interchange Modernization <br />Project for $6 million of STIP funds. The MTC is then tasked with reviewing and evaluating <br />recommended STIP projects from the nine-county Bay Area to develop a final regional <br />transportation project list. Since the MTC is the local administrator of STIP funds, projects <br />selected by MTC for STIP funds are required to build facilities that can be used by all modes of <br />transportation, thus, the MTC Complete Streets Checklist was developed to ensure that. <br /> <br />The MTC will recommend their final list of STIP eligible projects to the California Transportation <br />Commission in December 2023. <br /> <br />RECOMMENDATION <br />It is recommended that the Bicycle, Pedestrian and Trails Committee receive this report and <br />review the MTC Complete Streets Checklist pertaining to the I-680/Sunol Boulevard Interchange <br />Modernization Project, CIP 15551. <br /> <br /> <br /> <br />
