housing for three (3) to four (4) very-low-income adults with developmental <br /> disabilities. The amendment requires that the two-bedroom ADU, once it is <br /> constructed and obtains a certificate of occupancy, be also income- and rent- <br /> restricted for providing affordable housing to two very low-income adults with <br /> developmental disabilities (one adult per bedroom). <br /> The project supported by the loan qualifies for a Class 3 exemption under the California <br /> Environmental Quality Act (CEQA) as new construction of a small structure. <br /> The loan for the proposed ADU supports equitable outcomes through implementation of <br /> Goal 5 and Policy 5.1 of the 2023-2031 (6Ih Cycle) Housing Element, as the project <br /> addresses the community's special-housing needs for residents by creating infill units <br /> near transit (close to bus stops on Hopyard Road) for very-low-income adults with <br /> developmental disabilities.
