13
THE CITY OF
- - # ;:• ii=r"" CITY COUNCIL AGENDA REPORT
PLEASANTON,
October 3, 2023
Public Works
TITLE: APPROVE THE THIRD AMENDMENT TO THE AS-NEEDED
MAINTENANCE AND TRADE SERVICES AGREEMENT WITH S.D.
ELECTRIC, INC. BY $145,000 FOR A TOTAL NOT-TO-EXCEED AMOUNT
OF $295,000 FOR THE MOTOR CONTROL CENTER REPLACEMENT AND
TEMPORARY POWER FOR KEN MERCER SPORTS PARK, CIP NO.
24374
SUMMARY
On December 11, 2022, the Motor Control Center (MCC) that houses all the main
power circuit breakers for the Ken Mercer Sports Park was de-energized by PG&E due
to short-circuiting from water intrusion. This shut down the power to most of the park,
including all staff facilities, several restrooms, and most of the pathway lighting. PG&E
could not provide temporary power until March 2023 and will not re-energize the old
MCC until it meets current standards. Temporary overhead power lines were run from
the recycled water booster station in the park to the maintenance building to provide
temporary power to the park, except for the softball complex field lighting, under the
existing as-needed maintenance and trade services agreement with S.D. Electric, Inc.
S.D. Electric exhausted several options to procure an existing MCC unit but determined
that a new MCC would be required to meet PG&E requirements. To ensure the softball
field lighting can be in service by March 2024, the MCC unit was ordered through S.D.
Electric upon receiving final approval of the equipment by PG&E. Staff recommends the
approval of a third amendment to the agreement with S.D. Electric, Inc. in the not-to-
exceed amount of $295,000 to cover the unexpected expenditures for the temporary
power lines and procurement and installation of the new MCC unit.
RECOMMENDATION
1 . Approve the third amendment and authorize the City Manager to execute the
amendment to the as-needed maintenance and trade services agreement with
S.D. Electric in the not-to-exceed amount of $145,000 for emergency electrical
work at Ken Mercer Sports Park, increasing the total not-to-exceed agreement
limit from $150,000 to $295,000 for the FY 2023/24.
2. Transfer $152,972 from Fund 515 Repair and Replacement to Ken Mercer
Sports Park Emergency Electrical Repairs, CIP No. 24374, to cover FY 2023/24
related project expenditures.
3. Transfer $30,000 from Fund 203 Public Facilities Impact Fees to Ken Mercer
Sports Park Emergency Electrical Repairs, CIP No. 24374, to cover FY 2023/24
related project expenditures.
