The existing 6-inch portion of the sewer main within W. Angela Street will be replaced <br /> with 175 feet of 8-inch pipe. An existing lateral will be realigned into an existing manhole <br /> as part of this project work. <br /> The three manholes at the intersection of California Avenue and Washington Streets will <br /> be reconstructed with inverts removed and replaced to allow better flows. <br /> All sewer pipes existing on Arendt Way between First and Second Streets will be <br /> replaced. This will require the removal and placement of 269 feet of 10-inch pipe and <br /> the reconnection of existing laterals. <br /> Work at Bernal Avenue requires placing 305 feet of 18-inch sewer main from an existing <br /> manhole near Cubby's Dog Park to an existing manhole on W. Lagoon Road. Existing <br /> pipes and structures that are no longer required will be removed. <br /> Transferring the Rose Avenue sewer collection from the current eastward flow to the in- <br /> place westward flowing facilities requires the removal of temporary pipes, plugs, and <br /> inverts; the installation of new wyes — pipe fittings that split a single pipe into two — to <br /> update the system to current City standards; and the abandonment in place of the no <br /> longer required eastward flowing system. This project will also reduce pumping costs. <br /> Bids <br /> Sealed bids for this project were received on September 6, 2023. Seven bids were <br /> received, ranging from the low bid amount of$544,000 to the high bid of $989,726. The <br /> low bid amount, submitted by Golden State Construction & Utility, Inc. is approximately <br /> 27 percent lower than the Engineer's Estimate of $750,000 (see Attachment 2 for bid <br /> summary). Staff reviewed bids and found the low bid is responsive and responsible. <br /> Past work performed by the low bidder was verified to be satisfactory. Staff <br /> recommends awarding the construction contract to Golden Bay Construction & Utility, <br /> Inc. <br /> Consultant/Specialty Services <br /> Work at the Bernal Avenue/W. Lagoon and Regency Avenue/Meadowlark Park sites are <br /> within areas with potential cultural resources. An archival records search in conjunction <br /> with on-site cultural resource awareness training of workers and cultural resource <br /> monitoring of construction activities is consistent with past practices for projects <br /> adjacent to these areas. The cost of these archaeological services is estimated to be <br /> $16,800. <br /> Consulting testing services will be provided under the City's existing on-call materials <br /> testing contracts. These services include required testing of the materials used for <br /> backfill and compaction of the trench backfill associated with the pipeline installation. <br /> The material testing services are estimated to cost $25,000. <br /> Budget <br /> This project is funded as part of the FY 2023/24 Annual Sewer Collection System <br /> Improvements Project, CIP No. 24278, with a programmed amount of $1.5 million.
