10 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> October 3, 2023 <br /> Public Works <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br /> A CONSTRUCTION CONTRACT TO GOLDEN STATE CONSTRUCTION & <br /> UTILITY, INC. IN THE AMOUNT OF $544,000 AND AWARD A <br /> PROFESSIONAL SERVICES AGREEMENT FOR ARCHAEOLOGICAL <br /> MONITORING SERVICES IN THE AMOUNT OF $16,800 TO ALTA <br /> ARCHAEOLOGICAL CONSULTING FOR THE ANNUAL SEWER <br /> COLLECTION SYSTEM IMPROVEMENTS PROJECT, CIP NO. 24278 <br /> SUMMARY <br /> This project addresses several sewer lines and structures needing replacement or <br /> rehabilitation on Regency Drive at Meadowlark Park, W. Angela Street between Main <br /> and First Streets; at the intersection of California Avenue and Washington Street; and <br /> Arendt Way between First and Second Streets. Work also includes the realignment of <br /> the sewer main at Bernal Avenue west of W. Lagoon Road, which is preventative work <br /> to avoid potential service impacts associated with the continuing erosion of the banks of <br /> the Arroyo de la Laguna. The last portion of work is to divert sewer flows along Rose <br /> Avenue from the current west-to-east system to an existing system, which will run from <br /> east to west. <br /> Bids were received on September 6, 2023, and staff recommends the award of the <br /> construction contract to the lowest bidder, Golden State Construction & Utility, Inc. of <br /> San Francisco, in the amount of $544,000 for the Annual Sewer Collection System <br /> Improvements Project, CIP No. 24278. <br /> Portions of the project at Bernal Avenue and Regency Drive fall within areas with <br /> potential cultural resources. Three archaeological consulting firms with experience <br /> performing archaeological services in this area were contacted and asked to submit <br /> proposals for research and monitoring services. Two proposals were received, and Staff <br /> recommends awarding a professional services agreement to Alta Archaeological <br /> Consulting of Santa Rosa, in the amount of $16,800. <br /> RECOMMENDATION <br /> Staff recommends the City Council: <br /> 1 . Approve the plans and specifications for this project, review the bids received, and <br /> award the construction contract for the project to Golden State Construction & Utility, <br /> Inc. of San Francisco in the amount of $544,000. <br /> 2. Authorize the City Manager to enter into the project contract. <br />
