5 <br /> THE CITY OF <br /> # -53( CITY COUNCIL AGENDA REPORT <br /> PLEASANTON,, <br /> October 3, 2023 <br /> Fire <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO <br /> EXECUTE AN AGREEMENT WITH THE DEPARTMENT OF VETERANS <br /> AFFAIRS IN THEIR CAPACITY AS JOINT EXECUTIVE DIRECTOR OF <br /> THE LIVERMORE-PLEASANTON FIRE DEPARTMENT TO PROVIDE <br /> EMERGENCY AND FIRE PROTECTION SERVICES TO THE <br /> LIVERMORE VETERANS AFFAIRS MEDICAL CENTER AND <br /> AUTHORIZING THE CITY MANAGER TO ENTER INTO A REVENUE <br /> SHARING AGREEMENT WITH THE CITY OF LIVERMORE <br /> SUMMARY <br /> Since 2012, the Livermore-Pleasanton Fire Department (LPFD) has provided <br /> emergency services, including fire protection, for the Veterans Affairs Medical Center <br /> (VAMC) located in Livermore. These services are rendered through a contract between <br /> the City of Livermore and the Department of Veterans Affairs (VA), and the revenue <br /> from the agreement is split between the Cities of Livermore and Pleasanton per a <br /> revenue sharing agreement. <br /> The current contract expires in October 2023, and the VA solicited competitive bids for a <br /> new contract for emergency and fire services. LPFD was again selected as the <br /> successful bidder. LPFD is now seeking to enter into a new contract for fire protection <br /> and emergency services with the VA, with a new term of November 1, 2023 through <br /> October 31, 2024, with the option to extend for two additional years. The City is also <br /> seeking to execute a new revenue sharing agreement with the City of Livermore to split <br /> revenue received under the new VA contract. After a period of one year, the cities will <br /> re-evaluate the terms of the revenue sharing agreement. <br /> RECOMMENDATION <br /> Adopt a resolution: <br /> 1. Authorizing the City Manager to execute an agreement with the Department of <br /> Veterans Affairs in his capacity as Joint Executive Director of the Livermore- <br /> Pleasanton Fire Department to provide emergency and fire protection services to <br /> the Livermore Veterans Affairs Medical Center; and <br /> 2. Authorizing the City Manager to enter into a Revenue Sharing Agreement with <br /> the City of Livermore for fire services provided to the Livermore Veterans Affairs <br /> Medical Center. <br /> Page 1 of 3 <br />
