2 <br />Thank you for reaching out to the City Council regarding contract negotiations with the PPOA and water <br />rates. I have moved the City Council to the bcc line to avoid violating the State’s open meeting laws. <br /> <br />I would like to assure you that the City, including the City Council, is committed to finding a viable <br />agreement with our Police Officers Association. If you’d like to learn more about what has happened so <br />far, please take a look at the website sharing details: <br /> <br />https://www.cityofpleasantonca.gov/gov/hottopics/ppoacontractnegotiationupdates.asp <br /> <br />I would specifically call your attention to the offer the City put forward and PPOA rejected. Here is an <br />excerpt from the webpage: <br /> <br />The current offer submitted by the City would increase costs by more than $6.6 million over the three‐ <br />year contract term. This would amount to a 36.9% increase over the $17.9 million the City currently pays <br />annually for personnel and benefits for this bargaining unit. The City is investing at this significant level <br />as public safety is a top priority for Pleasanton. I hope you find this to be helpful context. We look <br />forward to finding an agreement that works for our community as quickly as possible. <br /> <br />With respect to water rates, the City Council is considering taking necessary steps to stabilize funding for <br />the City’s water distribution system – by law, the City is not allowed to “profit” from water rates. The <br />average water consumer would pay an approximately $17 per month more allowing the City to operate <br />the water system in a way that continues to offer safe and reliable drinking water. Unfortunately, for a <br />number of years there were no rate increase, which resulted in the City not being able to operate the <br />water system without losing money. Finally, if the rates are approved as recommended and described in <br />the notice you received, Pleasanton will continue to have the lowest cost for a typical residential water <br />consumer/customer in our area.
