(Raftelis)is pleased to provide this Water and Recycled Water Rate Study <br /> Report(Report)for the City of Pleasanton(City). <br /> The primary objectives of the Study include the following: <br /> • Developing a long-term financial plan that sufficiently funds operating expenses,capital replacement and <br /> improvement costs,and prudent reserve balances <br /> • Conducting a cost of service analysis that fairly and equitably allocates costs among customer classes <br /> • Designing water and recycled water rates that fully recover costs to serve customers while minimizing rate <br /> impacts to the extent possible,and promoting affordability for essential needs <br /> • Preparing a Study Report,or administrative record, that clearly and comprehensively explains each step of <br /> the rate study process <br /> • Developing water and recycled water rates that are in alignment with cost of service principles and <br /> Proposition 218 requirements <br /> The Report details the long-term financial plan,cost of service analysis,and proposed rates for the City's water and <br /> recycled water utilities.
