rates will be recalculated in April of each year and will be effective the following July 1 of <br /> that year. Staff is currently developing a Sewer Management Master Plan (SMMP), <br /> which will be completed in 2024 and will incorporate the SMMP recommendations in a <br /> future rate study. <br /> Pass-Through of Future Regional Rate Increases <br /> The City does not own or operate a wastewater treatment plant; instead, a majority of <br /> the City's wastewater is treated by DSRSD and the remaining area is treated by the City <br /> of Livermore. Government Code §53756 (AB 3030 [2008]) permits the City to <br /> automatically pass-through increases or decreases in the DSRSD and City of Livermore <br /> wholesale regional sewer treatment charges. This law still requires that the City provide <br /> 30-day notices to ratepayers prior to such automatic adjustments taking effect. The City <br /> is proposing that when DSRSD or the City of Livermore increase their respective <br /> regional sewer rates that apply to Pleasanton customers, the City will notify its <br /> customers 30 days prior to such automatic adjustments taking effect. <br /> Structural Changes — Ruby Hill Local Sewer Rates <br /> The City is required to maintain the collection system within Ruby Hill, which receives <br /> treatment services from Livermore. The current Ruby Hill rate structure is 90 percent of <br /> the City's sewer rates. On November 10, 2017, the City and Livermore executed an <br /> amendment to their original agreement limiting the Ruby Hill sewer service charge to no <br /> more than 90 percent of both the City and Livermore's sewer service charges <br /> (supported by City of Pleasanton Resolution 17-967 and City of Livermore Resolution <br /> 2017-195). No changes are being proposed to the Ruby Hill Local sewer rates as part of <br /> this rate study. Any structural changes to these rates will be addressed in the formal <br /> agreement between the City and the City of Livermore. <br /> The proposed bi-monthly local sewer bill rates for Ruby Hill customers as of November <br /> 1, 2023, are included in the public hearing notice, which is provided as Attachment 2. <br /> COMPARISON OF PROPOSED WATER AND SEWER RATES WITH OTHER <br /> JURISDICTIONS <br /> The final step in the analysis and development of the rates is how Pleasanton's water <br /> and sewer rates compare to other agencies that provide similar services. Figure 8 <br /> compares the City's current and proposed water rates to the surrounding jurisdictions. <br /> As you can see, the City's water rates are lower than surrounding jurisdictions for a <br /> household consuming 20 CcF of water per bi-monthly period. <br /> Page 15 of 19 <br />
