Proposed Consumption Rates
If adopted, the proposed consumption charges per 100 cubic feet (CcF), or per 748
gallons, of water consumed by the type of water customer will be effective November 1,
2023. The proposed consumption rates reflect the Zone 7 pass-through rates, which are
22 percent of the fixed rate and 100 percent of the variable rate. The proposed rates
also include the consumption charges effective November 1, 2023 (distribution costs,
recycled water surcharge (except Tier 1 of the single-family residential rates), and
capacity expansion charges.) As indicated, rates for the average single-family residence
using 10 ccf per month (20 ccf per two-month billing cycle) are proposed to increase 30
percent effective November 1, 2023, 20 percent effective January 1, 2025, and then 12
percent effective January 1, 2026. The Zone 7 rate is subject to changes adopted by the
Zone 7 Board of Directors.
All proposed rate increases effective on November 1, 2023, are included in the public
hearing notice, which is provided as Attachment 2.
How Do the Rate Increases Impact City Customers?
For water user fees, the study shows the need for an average increase of total rate
revenues of 30 percent effective November 1, 2023, then an additional 20 percent
increase effective January 1, 2025, and then an additional 12 percent for the third year
effective January 1, 2026. The proposed first-year increase impacts each customer
differently based on the customer's bi-monthly water consumption. Figures 4, 5, 6, and
7 present the impact of the proposed water rate increases on the single-family
residential, multifamily, commercial, and irrigation customers based on a low, moderate,
and high consumption for a two-month period for each customer class.
Figure 4
Customer Impacts at Various Levels of Usage-Single Family Residential,5)8 inch meter
$1000 $872
$900 $761
$800
m $700 $620
$553
L $600 $486
o $500 $399 $446
$400 $314$354
m $300
$200 $91 $100 $99
$132$157 $187$260 281
$59 $77
$100so iiiiiiiiiiiie MMM =MEN
■ ,
10 ccf 20 ccf 40 ccf 60 ccf 90 ccf
(Very Low Use) (Medium-Low Use) (Medium-High Use) (High Use) Very High Use)
•Current Bill $59.23 $9853 $18693 $280.53 $446.43
s Proposed Bill 2024 $76.80 $131.70 $259.90 $398 70 $619.80
•Proposed Bill 2025 $90.76 $156.56 $31396 $48636 $761 46
*Proposed Bill 2026 $100.00 $173.50 $353.50 $55290 $871.80
Page 11 of 19
