EXHIBIT D <br /> July 30. 2008 <br /> Mr. and Mrs, Borchers <br /> PMartin Avenue <br /> enasanton, CA 94588 <br /> Subject PREV-724, Living Area Addition and Garage <br /> Dear Bob and Beth: <br /> ft was a pleasure working with both of you in order to determine the best way to process <br /> your request to construct an addition of living area and a new garage to your existing <br /> home. <br /> Your property was annexed into the City in 1997 and was pre-zoned as PUD-LDR <br /> (Planned Unit Development - Low Density Residential) District. No development plan <br /> for the properties was submitted at that time. Many of the properties existed and <br /> continue to exist as large-lot, single-family homes. <br /> When sites are zoned PUD-LDR, a set of development standards are generally <br /> established in the event that future modifications to those structures are requested. No <br /> such standards were adopted for your development at that time. However, the <br /> enclosed Planning Commission staff report for RZ-97-1, dated February 12, 1997, <br /> addresses the issue of development on existing developed lots, as follows: <br /> "All existing buildings and uses on these sites which were legally permitted <br /> by applicable County Codes and Ordinances at the time of construction or <br /> operation would be allowed to continue in the City". <br /> Your proposed project would fail under this directive and would be required to meet the <br /> LDR development standards for R-1-40,000. In this regard, you will need to submit to <br /> the planner on duty an application for administrative design review (PADR), which is a <br /> review process on the Zoning Administrator level, together with one copy of your plan. <br /> The planner on duty, who will be the planner assigned to your project, will then send out <br /> a notice of your proposed project to your neighbors.
